1. 工程創優管理
1.1. 為了實現工程施工合同規定的“達標投產、創優良樣板工程”的質量目標，嚴格按照ISO9001：2000版標準和八項質量管理原則開展工程施工質量管理，確保工程施工質量管理工作能有章、有序、有效地實施，向業主交付滿意的工程，特制訂本建筑工程施工創優措施。
1.2. 在組織上成立達標創優領導小組及達標創優工作小組，全面負責和組織實施本工程施工創優工作：領導小組組長由項目經理擔任，工作小組組長由工地總經理擔任，以工程總包單位廣東火電為龍頭，各施工分包單位為主體，全員參與、全過程控制和全方位管理（組織網絡圖如下）。
